Justice, Federal Constitutional Court of Pakistan

Honourable Justice Syed Arshad Hussain Shah born on 10 January 1964 in Abbottabad. He earned a Bachelor of Arts (B.A.) followed by a Bachelor of Laws (LL.B.)and started his practice in 1992.

As a chairman Commission of Inquiry on Enforced Disappearances(COIOED). Directed all Govt departments for provision of free education along with free uniforms, books ,free health facilities including medicine to missing persons families and devised a policy of fixed amount payments to the family of missing persons from BISP, Jahez Funds ,Zakat Funds including free legal aid and has directed all departments to resolve any issues that arise.

As Chief Judge of the Supreme Appellate Court, Gilgit Baltistan from 2019-2022, Justice Shah has extensive experience conducting cases in nearly every field of law. As Chairman of the Judicial Policy Making Committee, he led reforms relating to court performance, case management and judicial accountability.

Justice Shah has represented as Deputy Attorney General for Pakistan , Additional Advocate General, Khyber Pakhtunkhwa, chief coordinator/ Legal Advisor FBR, including Sindh Revenue Board and others,in Supreme Court of Pakistan in more than 1,000 cases. His litigation portfolio includes civil, constitutional, tax, customs, human rights, corporate, service, natural resource, labor, criminal matters, and family, many of which resulted in reported precedents in leading law journals such as PLD, SCMR, PLJ SC, and PTD etc.

In his executive capacity as Caretaker Chief Minister of Khyber Pakhtunkhwa, Justice Shah ensured continuity of governance during a sensitive political transition. He played a central role in maintaining law and order, facilitating free and fair elections, and ensuring coordination between provincial institutions. Key achievements as a CM includes inauguration of first quantum valley project in KPK ,Pakistan. Inaugurated ground breaking initiative Khushal Khyber Pakhtunkhwa aimed at revolutionizing governance and public service delivery in the province. This digital platform enables real time monitoring of various govt departments ensuring transparency, accountability and efficiency in their operations. He also coordinated with international development partners including the World Bank and United Nations for sectorial planning in education energy, health, tourism, agriculture, livestock, minerals and human development. Ensuring institutional stability ahead of general elections.

During his tenure as Caretaker Minister for Law, Human Rights, Parliamentary Affairs, Auqaf, Hajj, Religious and Minority Affairs, Government of Khyber Pakhtunkhwa, he supervised legal administration, protected minority and human rights, and oversaw religious and charitable institutions. Justice Shah supervised the amendments in law to ensure protection ,welfare of lawyers and women rights. Justice shah held different inter and intra faith harmony seminars to strengthen the bond and integrity between religions.

He has managed corporate liquidation. His academic contributions include a research publication in the Pakistan Development Review, Volume 46, No. 4 (Winter 2007), focusing on natural resource and land revenue law implications. He has participated in multiple international judicial conferences held in Islamabad and New Delhi, contributing to regional dialogue on judicial reform and constitutional governance.

He has sworn in as a Judge of the Federal Constitutional Court of Pakistan on 17 November 2025.
